"Since early 1990s anti-Western media in Russia mention the so-called The Dulles' plan (Russian: план Даллеса). It is a text (in Russian) of secret plan of destroying of the USSR by means of ideological work with Soviet population directed to corruption of its morals. The source of this text is unknown. It is reported to be his speech in US Congress in 1945 or a passage from his book published in 1945 or 1953. There are no known speech or text of Dulles that contains this plan. Interestingly, this text is almost literally coincides with the words spoken by a character of The eternal call (Russian: Вечный зов), a novel by Anatoly Ivanov published in 1971-1976".
